Grants & Loans - State AIP Matching Grant

Before applying for an AIP Matching Grant, your project must be included in the most recently adopted California Aviation System Plan (CASP), Capital Improvement Plan (CIP). Projects not included in the current CIP are ineligible for State funding per California Code of Regulations Title 21, Division 2.5, Chapter 4 Article 3 Section 4062.1. Additionally, with very few exceptions, per Section 4059, projects that have started, or have been completed prior to State allocation, are ineligible.

Effective May 24, 2012, the State AIP Match Rate has been set at 5.0 percent of the federal grant. For further discussion relating to the Division’s Grant and Loan Program status, visit the Program Status web page <>.  Once you receive the FAA AIP Grant, you may apply to the State for an AIP matching grant.  Grants are processed in the order received, pending funding availability.  Depending upon the number of grant applications received, processing time can range between 2 to 3 weeks.

Please allow adequate processing time before issuing a notice to proceed date to your contractor, provided that the project was not started or completed prior to allocation of funds by the State.

Pursuant to Public Utilities Code, Section 21681-21684 and Section 4067 of the C.A.A.P. Regulations, your AIP Matching application package must include:
  • Completed State Matching Grant application for FAA Airport Improvement Program (Form DOA-0012)
  • Completed C.A.A.P. Certification (Form DOA-0007)
  • Local government approval (resolution or minute order) as described in C.A.A.P. Regulations,Section 4067 (Sample Resolution)
  • FAA grant agreement with FAA and sponsor signatures
  • CEQA documentation (Note: NEPA clearance does not satisfy CEQA requirements.)
  • Sketch of project location and dimensions
