THREE BIDDERS QUALIFY FOR POTENTIAL PUBLIC-PRIVATE PARTNERSHIP ON PRESIDIO PARKWAY PROJECT
Sacramento – Caltrans today announced that three firms - Royal Presidio San Francisco Partners, Golden Link Partners, and Golden Gate Access Group - have met the criteria to engage in a potential public-private-partnership agreement for the billion-dollar Presidio Parkway Project in San Francisco.
In February, Caltrans and the San Francisco County Transportation Authority issued a request for firms to submit qualifications for the project. The Presidio Parkway project will replace Doyle Drive, the 73-year-old approach to the Golden Gate Bridge, with the Presidio Parkway, a modern, world-class roadway that will improve the seismic, structural, and traffic safety of Doyle Drive.
The three companies announced today were selected based on their demonstrated successful experience on projects similar in scale to the Presidio Parkway. The Presidio proposal requires a contractor to design and build Phase 2 of the project and also be responsible for maintenance and operation of the roadway for 30 years.
Caltrans will issue a request for proposals later this month. To ensure the proposed concession agreement is in the public interest, the agreement must be submitted to the Legislature for review at least 60 days before it is signed.
The project is a partnership between the California Department of Transportation, San Francisco County Transportation Authority, Presidio Trust, National Park Service, California Department of Veterans Affairs, the Golden Gate Bridge Highway Transportation District, the Metropolitan Transportation Commission and the Federal Highway Administration.
The California Transportation Commission is scheduled to vote on whether to move the project forward as a public-private partnership at its May meeting. If approved, the project would become California's first public-private partnership transportation project under Legislation (Senate Bill 4, Second Extraordinary Session) signed in 2009 by Governor Arnold Schwarzenegger that allows Caltrans and regional transportation agencies to enter into such partnerships.
