How Caltrans Builds Projects
This booklet is intended to provide a generic outline of the process for developing transportation improvement projects on the state highway system. It is intended for those people not directly involved in developing projects, for example, the Legislature, or policy level management. For a thorough and complete description of the project development process please refer to the Project Development Procedures Manual and other manuals cited in this booklet.
