P73. Prepare Draft PID

After developing and analyzing the project, and receiving requested information from the Department’s support units, the public, and the local agencies, the project engineer prepares a draft Project Initiation Document (PID).

The PID format depends on the type of project and its intended program-funding source (STIP, SHOPP, Minor). Chapter 9, Article 1 of the PDPM provides guidelines on the different types of PID formats. The appendices of the PDPM contain the preparation guidelines and report outlines or forms for the various reports that serve as either project initiation documents or project approval documents, or both.

The draft PID and estimate should be reviewed with the project manager prior to finalizing the draft PID for circulation reviews.

The appendices of the PDPM list the recommended or required attachments for the various PIDs. At the discretion of the project engineer, other information relevant to the PID may be included. Refer to the Prepare Attachments task discussed later in this document.
