TASK D418 (377.A)

Complete District PS&E

Narrative

The District Office Engineer (DOE) has responsibility for the completeness, quality, and consistency of PS&Es submitted to the Office of Office Engineer (OOE) for processing. The DOE verifies that the design is complete, biddable, and buildable.

Caltrans' goal is to have all projects in "qualified" form when they are submitted to the OOE. A "qualified" project has PS&E that is so complete and accurate that it requires minimal review by OOE for quality, completeness, and consistency. After minor revisions and the addition of "boilerplate" language, the submitted PS&E will be used as the final contract document.

Sub-Tasks

• After receipt of the District PS&E Submittal, circulate to district units for review.
• Request the Project Engineer to reconcile comments, complete the district PS&E submittal, and update the Basic Engineering Estimating System, if required.
• District sends a copy of the final highway plans to the Division of Structures for review.

Task Duration

• 20 - 60 days

TASK D420 (377.A)

Prepare Combined PS&E

Narrative

Both the Division of Structures and the district have completed their respective PS&E. The two packages should now be combined.

Initiator

• District Office Engineer

Sub-Tasks

• After receipt of the structure PS&E, (usually about one month prior to completion of the PS&E) combine the structure PS&E with the district PS&E.
• Notify the Project Engineer and the Division of Structures that the PS&Es have been combined.

TASK D421 (377.A)

Prepare Draft Contract Documents (Qualified Projects)

Narrative

For "qualified" projects, the District Office Engineer (DOE) has the authority to prepare the draft contract documents. After preparation and review, the combined PS&E submittal (draft contract documents) should be sent to the Office of Office Engineer (OOE).

Initiator

Sub-Tasks

• Inform the Project Engineer that the structure PS&E has been received.
• After the Division of Structure's and the district's PS&E have been combined, prepare draft contract documents.
• Send the combined PS&E submittal to affected district units for review.
• After receipt of comments, reconcile the comments.
• Project Manager notifies the Division of Structures two weeks prior to submitting the combined PS&E submittal to the OOE.
• Send the combined PS&E submittal to the OOE.

Task Duration

• 15 - 30 days
