The intent of this memorandum is to reemphasize the need for the application of design standards to projects on a case-by-case basis. In determining how the standards should be applied, consideration should be given to the impacts of those standards at a specific location.
The Department needs to continue to apply standards flexibly. Why a specific standard applies to a project should be explained when responding to a request. The goal is to do the right thing on each individual project to meet the purpose and need.
Each Coordinator and Design Reviewer will be receiving a copy
of Flexibility in Highway Design published by the Federal Highway
Administration.
