Approval authority for project initiation and project approval documents was delegated to District Directors as stated in Executive Order 99-04 signed by Jose Medina, the Director, on January 26, 1999. These and other delegations were contingent upon compliance with existing State and Federal laws, policies and standards.
The approval authority for nonstandard mandatory design features has been retained by Headquarters Design and Local Programs and rests with the Project Development Coordinators. It is departmental policy that any exceptions to mandatory design standards be documented appropriately and approved by the Project Development Coordinator prior to approval of the associated project initiation or approval documents.
To avoid unnecessary project cost increases or schedule delays, you must verify prior to approving any project initiation and approval documents that all exceptions to mandatory design standards have been approved.
