The purpose of this memo is to remind all users of the Highway Design Manual of the intent of Index 101.2 "Design Speeds". When choosing a design speed for a facility, a speed equal to or greater than the anticipated posted speed should be considered. This is particularly important in lieu of the recently passed national speed limit legislation allowing the speed limits of many facilities to increase to 65 mph or greater.
