INCIDENT TYPE: Vehicle Accident

TYPE OF WORK ACTIVITY: Debris Pick-up
THE ACCIDENT: On November 24, 1998, several Caltrans employees were performing debris pick-up on E/B I-80 near Mace Blvd. near the city of Davis. The crew was working on the right shoulder and loading debris into a compactor truck parked on the shoulder. A 1-ton cone truck was parked behind the compactor truck to act as a barrier vehicle. At approximately 1:55 PM, a compact pick-up veered off the freeway and collided with the barrier vehicle. Both the pick-up and barrier vehicle were totaled. A child riding in the pick-up was killed and the driver suffered serious injuries. None of the Caltrans employees were injured.
CONCLUSIONS: The use of a barrier vehicle prevented the Caltrans employees from being injured or killed. The barrier vehicle was properly parked, with the front wheels turned away from the work area and traffic lanes. This prevented the barrier vehicle from being propelled into the crew or passing traffic when impacted by the errant motorist.
RECOMMENDATIONS: If available, a barrier vehicle, regardless of size or type, shall be used to protect workers from errant motorists. Any vehicle or piece of equipment at a work site can be used as a barrier. Chapter 8.12 (Protective Vehicles) should be reviewed for proper placement and parking of barrier vehicles.
