Inquiry #1: In order to install the CIPP liner in Location No. 4 (PM 10.9 on Rte 110), the lining contractor will need to have direct access to the pipe through pits or structures at least at the locations of the capped inlets at all 90 degree bends, and if possible, at the capped inlet at the upstream end of the 43"x27" CSPA. Please confirm that the contractor will be allowed to dig temporary access pits for installation of the CIPP liner at these locations.

Response #1:Manhole access is available from Estrella Avenue (west of Route 110) for Location #4 (P.M. 10.9 on Route 110). Other works performed as per Freeway Lane Requirements and Hours of work allowed in SPECIAL PROVISIONS section 12-4.05B.

Inquiry #2: Drawing DP-1 indicates the downstream end of the 18" pipe at Location No. 1 (PM R3.9 on Rte 10) terminates as a lateral into a 78" RCP pipe with no access structure at the tie-in location. However, drawing D-1 appears to show there may be a junction structure at that location with a note indicating there may be as-built drawings available for this 78" pipeline. Please confirm whether or not there is an existing junction structure for access at the downstream end of the Location No. 4 pipe where the 18" pipe ties into the 78" RCP. Also, if as-built drawings are available for the 78" RCP, please make those as-built drawings available.

As-built drawings for 78" pipeline are available from Los Angeles County Flood Control District (LACFCD).

Inquiry #3: The stated horizontal scale for drawing DP-2 does not appear to coincide with the stated length of 256 LF for the 43"x27" CSPA shown. Is the stated scale of Horiz 1" = 10' correct for this drawing? Is the vertical scale also stated correctly?

Inquiry #5: For the CIPP Lining, 15-6.11B(1) General states that for locations 1,2,4 the liner shall be .7 or minimum thickness shown on installation plan. Does this refer to .7 inches? This would put the minimum liner thickness at 17.8mm. This seems appropriate for the two larger Arch pipes, but for the 24" and especially the 18" this may not be possibe to install. Would Caltrans please clarify .7 and the other lining thickness.

Inquiry #6: Please specify parameters of concrete to be removed for Location #4 (40 LF pipe filled with concrete). Is this invert paving only or is pipe filled with more concrete? This is based on Sheet 3 Construction Detail C-2.

Inquiry #7: Please define location of capped inlets for Location No. 4. There appears to be a discrepancy per Construction Detail C-2 and Drainage Plan D-4. It appears that the capped inlet per D-4 are all located in the shoulder. However Sheet C-2 has capped inlets in active lanes of travel. Please clarify locations of Capped Inlets?
