Response #2:Statement #3 does not indicate that this work is going to be a field application only. It requires the contractor to submit proposed methods to protect adjacent surfaces around the MBGR components and gives the contractor the option to perform the staining off-site or on-site.

Inquiry #5: Will this project be awarded if the responsible low bid exceeds the Engineer's estimate by more than 25%? That estimate + 25% appears to be in the range of $1,800,000 X 125% = $ 2,250,000.

Response #1:After all bids are opened, the State will analyze the bids to determine whether to recommend award to the apparent low bidder or not. The analysis will include and not be limited to supporting documents, bid balance, contingency allocation, other funding, competition, and the final review of contract plans and specifications.

Inquiry #6: 1-Same question as was posted previously as #4- Will galvn. steel components of Reconstructed MBGR require " Staining of Galvanized Surfaces"?

2-Who is responsible for requiring all excess cost, and why has the department continued to spend highway safety improvement funds (this project titled as " MBGR Reconstruction") by issuing contract documents that require " Staining of Galvanized Surfaces"? Is this stain a new safety feature? Will this requirement be deleted by addendum before the bid date?

Response #1:1) For Item No. 17, Reconstruct Metal Beam Guard Railing.
Existing Metal Beam Guard Railing elements, existing end cap (Type C), and hardware (bolts and nuts) will not be stained; only the new steel posts require staining.

2) Staining of Galvanized Surfaces Special Provision is part of the bid as presented to the bidders. This staining is not a new Safety feature. Per this posting, this requirement will not be deleted by addendum before the bid date(tomorrow).

Inquiry #7: Please clarify if your " estimated cost of the project" is $1,800,000 as shown on page 1 of the special provisions, or is it $ 1,600,000 as shown on the web site for advertised projects.
