Response #2:Location # 4, Lincoln Ave OC is under the City of Napa Jurisdiction and that is why Caltrans did not provide a Lane Closure Chart for this location.
The Contractor will have to coordinate it with the City Public Works Department. As per the discussion with City they would prefer the work to be performed during the Night time closure between 8 PM to 4 AM. The Contractor can also work with keeping one lane open in each direction, but that needs to be coordinated with the City Public Works. Also, the contractor needs to notify the City PIO or Public Work Department 1 week prior to the Closure.
