Inquiry #1: The special provisions state:

"All construction activities of any calendar year, are limited to August 20th through October 15th. Between
August 20th through September 15th, a further restriction applies, such that, work must begin at least two hours after
sunrise and must end two hours before sunset. From October 15th through January 31, other construction activities
that do not include work in waters may occur.
Vegetation removal is limited to a period of September 15th through January 31st."

If all construction activities of any calendar year, are limited to August 20 through October 15, how is the contractor to perform vegetation removal through January?

Will the contractor be allowed to perform prior to August 20, 2013? Yes or no.

Response #2: 10/26/12: The contractor can perform vegetation removal through January because the removal falls between the vegetation removal window of September 15 to January 31. Please bid it as you see it.

Inquiry #2: Should the contractor encounter caving conditions during the installation of the deep underdrain placing of the filter fabric as shown at that depth and width would be nearly impossible. Would the State consider eliminating the filter fabric required?
