Inquiry #1: REGARDING BID ITEM 37, STOCKPILE ROCK MULCH, 30,500 SQFT. First, this quantity number is misleading. The bid quantity refers to the size of the stockpiles, whereas the area of slope to be stripped of the rock mulch is actually 240,837 SF as shown on plan sheet C-7 and listed on plan sheet Q-4. Further, we find no reference in the contract documents establishing the requirements for the condition of the rock mulch once it is placed in the stockpile. The process of stripping the rock mulch from the existing slopes will undoubtedly involve considerable contamination of the rock mulch with the underlying material, regardless of the construction method used. If the State expects the stockpiled rock mulch material to consist of pure 1" to 3" cobble that is totally free of any fine grained material, the requirements for the condition and gradation of the stockpiled rock mulch should be clearly specified, as a relatively expensive screening operation will be necessary in order to meet such requirements.
