Inquiry #2: 1) On page 113 of the project specifications in Contract#11-257154, Section 39-1.01C(2) (d) states the following: “….Asphalt binder set point for HMA verification must be the OBC specified on your Contractor Hot Mix Asphalt Design Data form….”

Section 39 has historically allowed the contractor to adjust the laboratory design OBC (target value) to accommodate changes in the aggregate properties and/or normal plant production variability. Not being allowed to adjust the mix design OBC and binder set point will likely result in failed mix verifications. Being aware of this concern Caltrans has revised the Standard Specifications (dated 4-18-2014) to allow the plant binder set point to be adjusted during mix verification and production. Will Caltrans issue an addendum or contract change order to compensate the contractor for lost time and additional mix verification trials associated with the inability to adjust the plant binder set point?


2) On page 144 of the project specifications in Contract#11-257154, Section 39-1.02 F states the following: “…Fractionate RAP stockpiles into 2 sizes, a coarse fraction RAP retained on 3/8”-inch screen, and a fine fraction RAP passing 3/8-inch screen…”

This has erroneously been interpreted to require two RAP stockpiles. To clarify this provision, Caltrans 2010 Standard Specifications (dated 4-18-2014) contains the following language: “You may use the coarse fractionated stockpile, the fine fractionated stockpile, or a combination of the coarse and fine fractionated stockpiles”. Will Caltrans issue an addendum allowing the use of a coarse fraction, fine fraction or both?

3) On Page 121 of the project specifications in Contract#11-257154, Section 39-1.01 D(1) states the following: “…. 6.1 Test temperature must be set at 113±2 degrees F for PG58 6.2 Test temperature must be set at 122±2 degrees F for PG64….”

In a mix design, that utilizes a performance graded asphalt binder grade of PG58 (which is reduced by 6 degrees C both upper and lower temperature classifications from the specified grade of PG64), Is the HWT test temperature 113±2 degrees F or 122±2 degrees F?

4) On page 133 of the project specifications in Contract#11-257154, Section 39-1.01D(16) “ Engineer’s Acceptance” states the following: “…samples may only be taken from one of the following: 1. Automatic sampling device, with sample taken from truck 2. Mat behind the paver…”

Caltrans 2010 Standard Specifications (dated 4-18-2014) contains the following language under 39-1.01D(9) Department Acceptance, 39-1.01D(9)(a) General

The Engineer takes HMA samples for AASHTO T 283 and AASHTO T 324 (Modified) from one of the following:
1. Automatic sampling device at the plant
2. Automatic sampling device at the truck
3. Windrow

The Engineer takes HMA samples for all other tests from one of the following:
1. Automatic sampling device at the plant
2. Automatic sampling device at the truck
3. Windrow
4. Mat behind the paver

Will Caltrans issue an addendum to modify the Section 39-1.01D(16) Engineer’s Acceptance to reflect the requirements of 2010 Standard Specifications (dated 4-18-2014)?

Inquiry #15: Based upon plan sheet 824, there is Duff Collection areas that are to be used on the Vessels and Tabata sites. This amounts to 56,558 CY. On sheet 719, there are Duff Collection areas quantities shown of 33,038 CY for a total of 89,596 CY. Based on the acres shown for the Vessels and Tabata sites of 72.10 Acres this equals 55,834 CY of Duff.
1. What is to be done with the excess stockpiled Duff ?
2. Since Duff collection is paid in Clear and Grubb per the Standard Specifications, will the quantity shown on sheet 719 be deducted from the Roadway Excavation Type C pay Quantity ?

Inquiry #17: Gravel Stabilizer: Bid item # 108 is called out as 11CY
Detail for this on sheet C-32 indicate a 0.15' gravel.
The material specified for the bio retention cell's requires a fill of 3" or 0.25' just to fill the cell with no cover. There is 2,245 SF of Bio Cell called out. At .25' x 2245 this item should be at least 20.7 CY then manufacture spec's should have your 0.15' gravel cap on top, Should not the total for this item be around 35 CY as a bid item??

Inquiry #21: BID ITEM # 149 & 150 CALL OUT CLASS 315 PVC PIPE FOR 4" & 6"
STD SPEC SECTION 20-2.09B(5) FITTINGS FOR PIPE LARGER THAN 4IN MUST BE DUCTILE IRON. Does this mean the 4" does not require ductile iron fittings?

Problem is 6"- CL315 does not work well with ductile iron fittings and is not a bell and gasket pipe. 6" CL315 is a solvent weld pipe and fittings should be solvent weld and not ductile iron. Is the standard spec listed above not in play with the call out for CL 315 Pipe as bid items?? Should the 6" not be a Bell-Gasket pipe?

Response #2:For the first part of the question, section 20-2.09B(5) of the RSS states, "Fittings for plastic pipe supply line larger than 4 inches must be ductile iron under section 20-2.14C(2)(b)." The 4" plastic pipe does not require ductile iron fittings..
For the second part of the question, section 20-2.09B(5) includes the requirements for both Schedule 40 and Class 315 plastic pipe.

On Sheet 1244 of 1273 (SDCWA Pipeline Over crossings -Index to Plans)there is a note requiring ASTM A-709 Grade 50 for permanent casing.
Do you need this specific steel or can we use ASTM A252 Grade 3 mod to 50 ksi as allowed per Caltrans Standard Specifications 49-2.02B(3) Class R Steel Pipe Piling ?
(ASTM A-709 is a plate steel and we have a hard time to get quotations)

Inquiry #31: Items 165 & 166 seem to be for the same item and almost the same quantity. Look at pp 918 is one the seeded bfm and the other just bfm? What is the difference?

On the application of Items 165 & 166 pp 918 calls for the bfm to follow the planting of a high density of plants. The at this rate of application it will require the plants to be sprayed is this acceptable?
