Inquiry #1: Please clarify Special Provisions Sections 10-1.03, 13-12.03A, and 14-6.02C(4). Specifically, Section 10-1.03 indicates contractor can only work in the drainage April 15-Oct 15. Section 13-12.03A indicates no work of any kind is allowed in the drainage March 1 - Oct 10. Section 14-6.02C(4) indicates that work within the stream zone can only occur between June 15 - Oct 15. These three date ranges appear to contradict each other.

Inquiry #3: what is the section (thickness) of biofiltration swales as shown on sheet 8 (W-1) of the plans?

Response #2: Refer to the Erosion Control Items table on Erosion Control Plan and Quantities EC-2 (Sheet 40 of the plans). The compost quantities shown for Biofiltration Swale areas were calculated based on an assumption of placing compost 2 inches thick, to be incorporated 6 inches deep.

Inquiry #4: Bid Item 17 provides for Temporary Mulch. The Special Provisions do not specify what type of mulch to use for bid item 17. Caltrans Standard Specification 2010 section 13-5.02C Mulch, provides for the material to comply with Section 20-7.02D(6). Section 20-7.02D(6) Mulch provides for multiple types of mulch. What type of mulch is required for this project? Please provide clarification, so bidders can all bid accordingly.

Inquiry #5: Plan sheet no. 8 provides for Biofiltration Swales. No construction detail or quantities are provided in the plans for a biofiltration swale. The Special Provisions do not specify what type of material is required or how biofiltration swales should be constructed. Where in the bid documents are the details needed for bidding and constructing biofiltration swales? Please provide a construction detail and specifications on how to construct the Biofiltration Swales shown on Plan sheet no. 8.

Response #2: The Biofiltration Swales listed on plan sheet No. 8 (W-1) have the same dimensions as the Ditches shown. Certain segments of the ditches are considered Biofiltration Swales when Erosion Control Type 2 is applied to the surface (see Plans EC-1 and EC-2).

Inquiry #6: The Bid Item List provides for Temporary Erosion Control in bid items, 16, 17, 18, 19, 20. However, there is no Temporary Water Pollution Control Plan for the construction of the entire project included in the bid plan set. The only reference to temporary erosion control is limited to the detour, plan sheet no. 31. Where in the bid documents can bidders find the details needed for bidding and constructing the temporary erosion control for the improvements beyond the detour? Please provide plans showing locations and quantities for the temporary erosion control items.

Response #2: The locations of some Temporary Water Pollution Control items are not shown on the plans in order to allow flexibility in placement during construction. The Contractor is responsible for determining the best locations for bid items 16, 18, and 20. Bid items 17 (Temporary Mulch) and 19 (Temporary Fiber Roll) are shown on Detour Plan DE-3 (sheet 31 of the plans) because they are recommended for placement at the Detour location.

Inquiry #7: Plan sheet no. 8 provides for Biofiltration Swales. No construction detail or quantities are provided in the plans for biofiltration swales. How will the biofiltration swales be measured and paid? In what bid item number are bidders to include the cost for constructing biofiltration swales?

Inquiry #8: Plan Sheet No. 8 provides for ditches with a 3’ wide bottoms. Standard Plan A62A provides for ditches or channels with less than 12’0” bottoms to be classified as ditch excavation. Are the quantities for ditch excavation included in the roadway excavation? Is the excavation of the ditches to be measured and paid for as roadway excavation? Please confirm if quantities of ditch excavation will be paid for as roadway excavation or if a ditch excavation bid item will be added to bid item list.
