Response #2:The 5 year post construction monitoring will be separate project. The contractor for 0J850 will not be responsible for post construction monitoring. It is stated in the BO that 5 years of post construction monitoring are needed. Funds were not available in the project 0J850 to provide for this action so the intention is to open up a new project in the near future to complete this task.

Inquiry #24: Reference Special Provisions page 21 and 23. Traffic Chart No. 1 on page 23 indicates that Reversing Traffic Control is allowed 24 hours per day, 7 days per week. The 12th paragraph on page 21 states that traffic may be stopped in 1 direction for periods not to exceed 15 minutes. There will be portions of work (i.e. precast girder erection) that will require traffic in both directions to be stopped at the same time. Please provide a Traffic Chart to indicate when and the duration that traffic may be stopped in both directions.

Inquiry #27: Referring to Sheet 88 of 103, pipe size descriptions are inconsistent with standards:
1) Outer Pipe is described as '12" OD x 1/2"' but there is no 12" OD pipe. The method for specifying pipe sizes changes when pipe is larger than 12" nominal pipe size. 12" nominal size pipe is actually 12.75" OD. Please confirm that what is required is 12" pipe (OD = 12.75") with 1/2" wall (Extra Heavy). Please confirm that my interpretation is correct or provide correct pipe size references or refer me to an applicable standard.
2) A similar situation exists for the '8" OD' pipe reference. I believe that the objective is 8" nominal size pipe (actually 8.625" OD) Double Extra Strong (1" wall thickness). Please confirm my interpretation or provide correct pipe descriptions or refer me to an applicable standard.

Inquiry #28: Reference Biological Opinion report dated May 17, 2011, page 5. The last sentence of the paragraph under Preconstruction Clearance Surveys states that "the area will be considered cleared after surveys conducted are negative for 4 consecutive weeks. Because of the increased structure depth of the new bridge, significant excavation will be required adjacent to abutments #1 and #4. This does not show up in the cross-sections, but is indicated by the contour grading sheets.

Inquiry #34: The splice details joining the three beams in span two seems very simplistic and not up to Caltrans usual detail. This is joining 3 precast beams in a 185' span with no positive support. There are no dowels just roughened edges seems a built in weak point. Will Caltrans be providing additional details for this splice

Inquiry #35: Reference the Biological Opionion Report dated May 17, 2011, page 5 under the Section titled "Preconstruction Clearance Surveys". This section states that the 4 consecutive week preconstruction clearance survey for the Arroyo Toad is to be completed within the breeding season (Feb 15 to July 15). The postponement of the bid date to May 22 creates a problem with completing the 4 week clearance survey prior to July 15 if we assume that contracts will be issued 30 days after the bid date (ie June 23). Will the breeding date of July 15 be extended to allow for the completion of the clearance survey? Or, will Caltrans complete the clearance survey with their own forces prior to July 15? Please advise.

Response #2:Breeding season will not be extended. Preconstruction survey will be done once fence is up. The fence will be installed outside of the breeding season (Breeding season is February 15 to July 15). Therefore the fence will be installed sometime between August 2014- January 2015. After the fence is up, preconstruction clearance surveys will occur within the fenced area to search for arroyo toads. The excluded area will be considered cleared after surveys conducted during optimum conditions within the breeding season are negative for 4 consecutive weeks (the surveys must be one week apart). The surveys could then begin February 2015 and must conclude by July 2015. These dates and restrictions follow the guidelines provided in the biological opinion.
