Inquiry #1: There are no bid items for REAPs or Storm Water Annual Reports; in which bid item is the contractor to include these costs?

Inquiry #2: The project specifications limit work in the channel to the time between July 16 and October 31, a 3.5 month window (page 8). The specifications indicate that jobsite activities shall start 15 days after notice of award. With an approximate October 1st start date, this would allow approximately one month for work to be completed in the channel this year. The specifications allow for 290 working days to complete the project. Since the bridge work is obviously critical path, will the project be suspended during those times when we are not allowed to work in the channel? The specifications also show the year of completion being 2014. This would mean that all bridge work (both stages) would have to be completed in a one month window this year and a 3.5 month window next year. It seems that this project will require at a minimum, two full 3.5 month periods of work in the channel which would push completion until after October 31st 2015. Please clarify the intentions with regard to the project start and suspension during the periods where work is prohibited in the channel.

Inquiry #3: Caltrans Contractor 2010 Trainers have assured the industry that Caltrans' intent is to provide bid items for all of the same work that bid items have been provided for previously. As such, we should expect bid items for: project biologist, biological reporting, asbestos handling plan, bat and bird exclusion program, etc. when this work is required (as it appears to be on this project).
