Cycle 3 Infrastructure Projects with NI elements:
In order to support NI programs already in place, the authorization of NI elements in an infrastructure project will be split between the PE and Construction phase authorization. Prior to beginning work, NEPA requirements need to be met. The NI elements need to continue through the construction phase of work to encourage the safe use of the completed infrastructure improvements:
