Local HSIP Program Guidelines

"Moving Ahead for Progress in the 21st Century” (MAP-21) was signed into law on July 6, 2012. Local HSIP Program Guidelines have been updated per MAP-21.

Local Roadway Safety Manual for California Local Road Owners

Caltrans has developed a "Local Roadway Safety Manual for California Local Road Owners" to assist local agencies in preparing a proactive safety analysis of their roadway networks and identifying appropriate countermeasures for their high crash concentration locations. Caltrans expects the local agencies to utilize the concepts in this manual as they identify locations, consider countermeasures, and prepare applications. Understanding and utilizing the concepts in this manual is expected to significantly improve applicants’ probability of securing federal funding.
