The Highways for LIFE (HfL) Pilot Program was established through Section 1117 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy For Users (SAFETEA-LU, Pub. L. 109-59), and has been reauthorized and continued through
March 31, 2012, to advance Longer-lasting highways using Innovative technologies and practices to accomplish the Fast construction of Efficient and safe highways and bridges.

The three goals of Highways for Life:

  • Improve safety during and after construction
  • Reduce congestion caused by construction
  • Improve the quality of the highway infrastructure
