The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Q1) Detail EE on C-7; We assume that the shoulder construction is 25mm Cold plane and 25mm Rubberized AC Ty G, per paving section number 4 on sheet 2, x-1.

A) Yes, 25mm cold plane and 25mm rubberized AC Type G is correct.

Q) There are numerous utilities that are in the construction area. It appears that these utilities will have to be worked around by either lowering them below the construction zone, and raised to grade after paving is done; or cold milling, 25mm, 30mm, 60mm, 130mm, and 220mm deep, and paving, both the Ty A and G, around them. What are the details for the reconstruction of these utility surgace interferences if a contractor elects to lower and adjust them to finish Grade? There is no seperate pay item for this work and must be included in various items of work, correct?

A) An addendum is being prepared and will be forthcoming to address this concern.

Q) The detail shown on the sheet for the 37.5mm structural section shows 3 lifts of paving. The worded portion shows only 2 lifts. What is the mix material under and adjacent to the 25mm of rubber mix? What is the thickness of the cold plane and the mix that extends to the lip of gutter?

A) The plan detail erroneously shows three lifts of paving. The middle lift should not be in the detail. The thickness of the cold plane and the mix that extends to the lip of the gutter is 25mm.

Q) Sheet X-1 details reflect a cold plane depth from top of existing pavement. It is very likely that no rubber A.C. will be placed until 2007, because of temperature requirements.
Therefore, if we are to complete the digout portions this fall, do you expect to have the total work area cold planed 25mm in Loc. 1 and left thru the winter months with temp. striping or do you expect the digouts to be brought to final finish grade for the rubber A.C. and the extra 25mm ground out again just befoe the Rubber A.C. is placed? If we are to bring the digouts to finish grade, who pays for the extra 25mm of cold plane work and the extra 2500 ton +/- of A.C.?

A) It is anticipated that no rubber A.C. will be placed until 2007, because of temperature requirements.

We don't expect the total work area to be cold planed in Loc. 1 and left through the winter months with temporary striping.

The State does not anticipate paying for extra asphalt concrete and additional cold planning.

Q) Will the job be put into winter suspension upon award? This will elliminate considerable costs for the extra A.C. and grinding required for a fall start.h grade, who pays for the extra 25mm of cold plane work and the extra 2500 ton +/- of A.C.?

A) The Department intends to put the contract in winter suspension unless the contractor has a plan to construct portions of the work that would not obstruct drainage or make conditions unfavorable for the inevitable winter suspension of this project.

Q) This mix will be placed 195mm thick. You state that no lift shall be less than 100mm thick and not between 151mm and 199mm thick. What do you have in mind? This obviously can't be met.

A) The intent is to pave in two lifts to obtain the 195 mm thickness.
