Q1) Can Type 3 cement be used in lieu of rapid set cement as Type 3 is used all over the State of CA on these jobs?

Q2) Specification call for an asphalt rubber joint sealant, yet the plans show this material for the edge joint only. Compression seal is shown for all concrete to concrete joints in the plans but there is no coorelation in the specifications. Specifications also indicate liquid sealant for both transverse and longitudinal joints. What is the intent for all sealing?
