Q1) We are trying to get Cross Sections and a Full Size copy of the Plans. We have called Coastal Reprographic Services. They say that Caltrans has not delivered any Cross Sections or Full Size plans for reproduction....When can we expect to be able to get these plans?

A1) Cross Sections are now available at Coastal Reprographic Services, 880 Via Esteban, Suite B, San Luis Obispo, CA 93401. Contact number is 805-543-5247.


Q2) Are asphalt producers going to be able to utilize terminal blended asphalt oil and liquid anti-strip? Meaning, if the asphalt producers are required to use liquid anti-strip in there oil, can they buy it already mixed into the asphalt oil from the oil refinery?

A2) No, terminal blends are not allowed.


Q3) We purchased the cross sections, but they all have a wrong alignment names on them that do not match the project. Please provide us the revised cross sections.

Q6) On stage 4, when we are completing work on both ends of the project, Route 1 SB from station 99+90 - 103+00, and 123+00 to 125+84 and NB Route 1 from 99+90 - 103+00 and 124+50 to 125+84, where the traffic will be running at??

A6) Route 1 traffic will be on the final Route 1 Alignment, "A" line .


Q7) In response to Q6 ,if the traffic going to be on the route 1 "A" line alignment, in what stage do we do the work? The plans show the work to be performed in stage 4. How do we build the work if the traffic going to be in the same area?

A7) Route 1 traffic will be on the final Route 1 Alignment, "A" line . The Stage Construction plan sheets and the Standard Plans both show configurations that can be used during construction.


Q8) MAY WE USE HDPE CULVERT, AND BACKFILL PER SOIL CEMENT BACKFILL DETAIL ON A62D, IN LIEU OF DETAILS ON A62F

A8) No. Please bid per the contract documents.


Q9) ON SHEET 197 ITEMS 10d and 10f ARE MISSING MINOR CONCRETE QUANITIES

A9) Minor Concrete (Minor Structure) quantities are calculated using 2004 Standard Plan Sheet D73, Table A and the given Design H.


Q10) Where are the designated areas to receive topsoil spread? What is the spread depth?

A10) The topsoil can be spread on unpaved surface within the project limits. And the special provisions call for a uniform depth. There is no specific depth required.


Q11) on summary of quantities sheet Q3, the overside drains locations provided on the table are not shown on the drainage plans. where are the locations of the overside drains? what is the section of Ashphat to be used?

A11) Standard Plan D87D provides details for an overside drain, including a thickness of 60mm. The locations are provided on the Summary of Quantities Table by alignment and station. L-9 ("F" Line, Sta 106+45 Lt), L-10 ("F" Line, Sta 109+50 Lt), L-12 ("A" Line, Sta 125+00 Lt), L-12 ("A" Line, Sta 125+05 Rt) There is a call out on the plan sheet for "HMA OVERSIDE DRAIN" and RSP" at the bottom of the HMA overside drain.


Q12) Summary of quantities DQ1-DQ6, Place HMA Misc Areas are missing quanitites for type G1 & G2 drainage inlets. Please provide

A12) Based on locations of drainage inlets, HMA aprons are not a part of their design. The drainage profiles also don't show misc. areas.


Q13) Bid Item 75, CTB ( Plant mix,class A ), Since this is constructed for a Private Farm access road only, can the specifications be changed to Road-mixed CTB in accordance with specification 27-1.04 of the standard specifications?

A13) No. Please bid the item as shown in the contract documents.


Q14) Sign No. 95 (R1-1) is shown as a steel post sign on plan sheet SQ-4, but also shows wood post size 89mm x 140mm. Please Clarify if this is a steel post or wood post?

A14) Bid as steel post for sign no. 95(R1-1).


Q15) On plan sheet SQ-7 Summary of Laminated Wood Box Post shows 1 ea on sheet SQ-6. No box beam posts are shown on SQ-6.

A15) Bid item as 3 ea. Laminated Wood Box Post.


Q16) Plans do not show what length the Laminated Wood Box Post should be. Please provide length.

A16) Refer to Standard Plan Sheet RS3 for minimum lengths. See Project Plan sheet 327, Note 2: "Post Lengths given are approximate. Exact length to be determined by the (field) engineer".


Q17) During the bridge construction in Stage 2 - Phase 1, Plan Sheet SC-22 and SC-23 show an Emergency Access Route alignment that turns radially under the bridge (through the falsework)and through the abutment. We cannot maintain an access route through the abutment. Also, the Special Provisions appear to be silent with respect to this access route. There are no provisions for a vehicular falsework. opening. Please clarify.

A17) The "Emergency Access Route" is only for the week that Salinas Road is closed to traffic in order to complete Salinas Road Detour. Since we are closing the existing Salinas Road intersection, this route will provide emergency vehicles access to Route 1. Once the Salinas Road Detour is complete this route will no longer be needed as emergency vehicles can access Route 1 via Salinas Road Detour.


Q18) It appears there still seems to be a lack of direction in regards to Q6 and Q7 above. Portions of construction in Stage 4 will require a full depth reconstruction of Highway 1. The stage construction plans and the traffic handling plans do not indicate any definitive detail as to how this portion of the highway is to be constructed while traffic is required to occupy the lanes that are to be reconstructed. The staging plans and traffic handling plans are inadequate to properly ascertain the scope of work required in Stage 4. Will Caltrans be providing information as to direction of travel, areas of construction and the sequencing for this work?

A18) Depending on the contractor's forces, shifting the main line traffic and utilizing shoulder closures for both detours and main line may be required.


Q19) There appears to be a difference between the Stage Construction Details, Page SCD-3 and the layout stipulated on Pages SC-13 and SC-14 for the Route 1 Northern Detour to be constructed under Stage 1, Phase 2. The Stage Construction Details stipulate construction occurring between Stations 121+85 to 125+60, however, the Stage Construction Plans indicate otherwise. Which is correct?

A19) Please see Sheet SC-11, Stage 1 - Phase 1, this shows construction in the median to bring northbound Route 1 traffic from the detour to existing northbound Route 1. The typical cross section does not depict details of the split in the NB and SB traffic; the design cross-section shows the details.


Q20) The DVBE requirements as stipulated in the Amended Standard Specifications on page 9 of 221 allows for two options: 1.) attaining the DVBE goal stipulated in the Special Provisions,or 2.) the proper execution of a Good Faith Effort. AB21 has recently been passed and been enacted as State Law. The new assembly bill no longer allows a good faith effort. This is in contradiction to the Specifications provided for this project. How shall the Contractor proceed in interpreting the Specifications and the newly enacted law? Will a Good Faith Effort still be allowed, or will the Contractor have to meet the goal?

A20) Per Addendum No. 01, dated August 26, 2009, Section 2-1.06 of the Amendments to the Standard Specifications do not apply. So, there is no contradiction. The addendum also states there is no DVBE goal for this project but encourages bidders to obtain DVBE participation. The contractor needs to read the Section 2-1.01, "DISABLED VETERAN BUSINESS ENTERPRISES" that was added in the addendum.


Q21) The percent germination and application rates are 10 times the industry standards. Consequently the seed costs are ranging from $24,600.00/hectare to $28,000.00/ hectare. Can these rates be reduced to standard for our industry? The cost reduction will be enormous.

A21) No. No further information is available at this time. Please bid per the contract documents.


Q22) If the above rates cannot be changed prior to bid time, can we persue a cost reduction incentive after the job is awarded?

A22) Cost Reduction Incentives per Standard Specification Section 5-1.14 are encouraged.


Q23) Can the contractor assume that all earthwork in Stage 1 will be built at once without any requirement to install aggregate bases and asphalt concrete in individual phases?

A23) The contractor has the option to complete the earthwork for all the construction locations within Stage 1 before putting down Base & HMA, so long as rough grading for Hilltop, Private Access, and Jensen Detour roads are completed first. Refer to Project Plan Sheet SC-1, notes 2 and 4 for more information.


Q24) In reference to the response to question A12, If HMA aprons are not part of their design, then how come they are details of HMA aprons constructions shown on the inlet aprons on sheets DD-1 to DD-3 ( Pages 186-188)?

A24)DD-1 to DD-3 are used. The aprons in the shoulder are paid as Hot Mix Asphalt Item 76. The aprons for DI's in unpaved areas are paid as Place HMA (Misc. Area) Item 82. Bid according to plans and specifications.


Q25)Which areas outside plant basins receive the 75 MM mulch? Plans PI-1 (Sheet #339) to PI-9 (Sheet #347) do not indicate any areas to receive mulch.

A25)Mulch areas are shown on EC-7 and EC-8 (sheets 126, 127) and ECQ-1(quantity table sheet 131).


Q26) Which areas are to be controlled by mowing? No areas to be maintained and/or mulched areas are shown or indicated on the contract plans.

A26)Mulch areas are shown on EC-7 & EC-8 (sheets 126 and 127), plant basins are shown on PI-1 and PI- 9 (sht 339-347). Per the Special Provisions Section 10-2.04 Plant Establishment Work - "Weeds outside of mulched areas, plant basins, the median and paved areas shall be controlled by mowing."


Q27)No granular application of a preemergent herbicide is specified and /or required for areas to be covered by mulch outside the plant basins. Can a granular preemergent herbicide be used on areas to be covered by mulch?

A27)Special Provisions section 10-2.04 Mulch (page 179) Pesticide - "Pesticides used to control weeds shall conform to the provisions in Section 20-4.026, "Pesticides," of the Standard Specificaitons. "If the Contractor elects to request the use of other pesticides on this project, the request shall be submitted, in writing, to the Engineer not less than 15 days prior to the intended use of the other pesticides.


Q28)There are no specific requirements at all for the Mitigation Parcel. Is the use of herbicides permitted in the Mitigation Parcel planting area? Are the areas outside the plant basin to be covered by mulch?

A28)See A27 above. The same Special Provision applies to Mitigation Parcel if needed. Mulch areas are shown on EC-7 & EC-8 (shts 126 and 127).
