The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q1) The portion of Hwy 46 inside the project limits have significant areas of potholing and rutting. These failed areas are not addressed in the plans or specifications for this project. Is Caltrans maintenance going to perform the necessary patching prior to award? Per special provisions section 10-1.17 Hot Mix Asphalt, "This work includes producing and placing hot mix asphalt (HMA) Type A using the Standard process. Acheiving the proper compaction, required in the Standard process, would be difficult in the failed areas.

A1) The project has some supplemental funds for repairing failed areas.

Special Provisions section 39-1.11 (page 38), States, when the thickness of HMA is less that 0.15', compaction should follow the steps under section 39-3 "Method" (page 46).
