Q1) Based on sheet 9 of 23 Construction Area Signs sign #2, the public is being advised that pavement ends. Will the Contractor be allowed to have the public travel on a gravel surface during construction operations? There is a direct conflict between the plan details and specifications, therefore, based on order of precedence the detail prevails. Please clarify

A1) Yeas, the contractor will be allowed to run traffic on a gravel surface.
