Q1) Standard Specifications Section 19, page 162, Subparagraph 19-5.03 " Relative Compaction (95 percent). Does paragraph 2 apply to this project?

Q2) Standard Specifications Section 19, page 162, Subparagraph 19-5.03 " Relative Compaction" (95 percent). The compaction requirement of 95% for 1 meter outside ETW should have previously been completed per the specifications. Is the contractor installing the section called out on these plans going to be required to redue this work by overexcavating and recompacting 1 meter outside ETW and .8 meters from finish grade?
A2) Yes, per section 10-1.21, "EARTHWORK," of the Special Provisions earthwork operations shall conform to section 19, of the Standard Specifications.
The relative compaction of the existing material below the grading plane prior to construction cannot be assumed. Per section 19-5.03, "Relative Compaction (95 Percent)," of the Standard Specifications, "...relative compaction of not less than 95 percent shall be obtained...". The specific means and methods used to meet this requirement are determined by the contractor.
Q3) The posted engineer's estimate is $840,000.00, material alone for this project is coming to roughly $750,000.00, not including labor, equipment and subcontractors. Is it possible the engineer's estimate was mis-printed or maybe it is wrong. If so are you going to print a corrected figure?
A3) Submitted for consideration.
