The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Q) Are cross-sections available for this project?
A) Cross Sections are available from Coastal Reprographics, 880 Via Esteban, San Luis Obispo, Ca. 93401, phone number (805) 543-5247.
Q) The specifications state that the site will be cleared and grubbed of all vegetation prior to placing the import borrow. This the specifications do not state the depth of this removal and the contractor has no way to determine what the State will require in the field, will the Contractor be allowed to request the State to cross-section the project after removal of the vegetation? If not, how is the Contractor to determine this quantity?
A) The Contractor may only request that the area be measured if an average subsidence exceeding 75 mm results from compaction of the ground surface.
Q) Has the State allowed for the displacement of the strippings in their calculations of the Import Borrow quantity? It appears that the cross sections were taken from original ground which would not account for any stripping quantity. This quantity will be replaced with Import Borrow. If this correct, how does the Contractor get paid for this additional Import Borrow?
A) Payment for import borrow will only be based on the planned or authorized cross section as described in the Special Provisions therefore bidders should take into account all aspects of the earthwork operation.
Q) Plan sheet sheet 13/16 Roadway Matrix indicates that the removal of existing asphalt, earth, and CTB to provide the new road section is included in roadway excavation. Example: Roadway excavation (2,986) plus imported borrow (1,164) adds up to the embankment item. There is no adjustment for the removal (excess material)of the existing CTB or Asphalt Concrete which the specifications state cannot be used as import borrow. Can we use this material for imorted borrow as indicated in the quantities or do we have to haul it off site? Please answer the question yes or no.
A) Yes, all excavated material as shown on the plans will be allowed to be used in the embankment, before any additional material is imported onto the project. Imported borrow itself shall be mineral material and shall not use man-made refuse as outlined in the special provisions.
Q) If the answer is no how will we be paid for the increase in imported borrow if you go off theoretical?
A) There will be no increase in the import borrow quantity.
