The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Special_Provisions_Specific: All work including electrical work but excluding pavement delineation and landscaping work at Stenner Creek Road (Sta 21+26.5 to 23+55), Colony Drive (Sta 42+55 to 43+99), and Kansas Avenue (Sta 59+74 to 62+84) intersections shall be completed before beginning construction of Concrete Barrier (Architecturally Treated).

Q) In reference to the above quoted section of the special provisions:

Can other items of work, such as drainage and paving occur in the median before the intersections are completed, just as long as the actual barrier rail construction does not begin until after the completion of the intersections? Or can no work begin in the median prior to the completion of the intersections? Is the above quoted paragraph from the specials referring to all of the concrete barrier, or just the barrier near those specific three intersections?

A) Work other than the actual Item #67 median barrier construction that does not close a traffic cross over can occur concurrent with work at intersections above provided it is consistent with Section 5-1.04 "Public Safety."


Q) Is the submittal process to be included in the proposed number of working days?

A) Submittals Included in Special Provisions should be shown in the project schedule. It may be desirable to include submittals completed prior to First Working Day is they affect the project schedule.


Q) In the first paragaph under section 10-1.01, the specials read "All work including all electrical work..." Does "all electrical work" mean that the poles are erected, the functional test performed and lights are in operation? Or, does it mean that all of the conduit etc is in and the light foundations are in place?

A) The signal system must be operational prior to construction of Item #67 median barrier. Work other than the actual Item #67 median barrier construction that does not close a traffic cross over can occur concurrent with work at intersections above provided it is consistent with Section 5-1.04 "Public Safety."


Q) Some typical sections show Type "C" Concrete Barrier, which is varies in height. Cross section are not available. How can the variable "C" height be determined?

A) The typical cross section shows from 73+39.8 to 88+26 show variable height of rail. variable height difference can be estimated by extrapolating the shoulder slopes and measuring differences of the existing shoulders to the layout line. Surveys will provide actual elevation control in the field. All cost for constructing variable height is incorporated into the item #67 Concrete Barrier (architecturally treated)
