The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Q1) Could you please clarify 3 things please so we all can bid the same way. 1.- that the existing concrete needs to be removed. 2.- That we can propose the cattle guard and it will be accepted by Caltrans. 3.-that the road has to be open at the end of day and not detoured traffic with cones just to the side to the temporary new AB pad overnight.
A1) 1 - Refer to Section 10-1.12D "REMOVE CONCRETE" of the Special Provisions: "Concrete, where shown on the plans to be removed, shall be removed." 2 - Refer to Section 10-1.12D "REMOVE CONCRETE" of the Special Provisions. Cattle guards shall be constructed in conformance with the details shown on the plans and the special provisions. "If the Contractor elects to substitute an equivalent design, the cattle guard shall support H-20 live loading and the substituted design shall be submitted to the Engineer for approval." 3 - Refer to Section 10-1.07 "MAINTAINING TRAFFIC" of the Special Provisions: "The full width of the traveled way shall be open for use by public traffic as shown in the table "Lane Closure Restriction for Designated Legal Holidays and Special Days" included in this section, "Maintaining Traffic."
Q2) 1. Will CalTrans accept an H20 substitute for the design? 2. Will the substitute be required to be galvanized? 3. Bid for Item 9 will based upon the answers to questions 1 & 2. 4. There will be some asphalt patch-back work that are not addressed or mentioned in the plans and specs.
A2) 1. As stated in the Special Provisions Section 10-1.15 "CATTLE GUARD," the Contractor may substitute an equivalent design utilizing prefabricated rail assembly and wings, supported on a concrete foundation. The substituted design shall be submitted to the Engineer for approval. 2. All steel items shall be galvanized. 3. N/A 4. The contract item for metal cattle guard includes compensation for doing all the work involved in furnishing and constructing cattle guards, complete in place, including structure excavation and backfill. Section 15-1.02 "PRESERVATION OF PROPERTY" in the Standard Specifications states, "Trenches, holes, depressions and pits caused by the removal of highway facilities that are in surfaced areas, otherwise to remain undisturbed, shall be backfilled with materials equal to or better in quality and to the same thicknesses as the surrounding materials."
Q3) 1. What size is the wire mesh to be on the wings? 2. On plan sheet C-1 in the "General Notes", Note #10 - what is this note referring to?
A3) 1. The wire mesh as shown on the plans is intended to prevent the escape of livestock. Therefore, wire mesh fabric should conform to Section 80-3.01D "Wire Mesh" of the Standard Specifications. 2. The bars referenced in Note 10 shall be placed and welded as directed by the Engineer.
Q4) 1. What is the width ? Shown in the table are 2 variables 2. View e-e shows a 1 in x 8 in plate capping the ends but it is called out 3/16 x 8; which is required ? 3. Is this cattle guard required to be galvanized or coated?
A4) 1. Refer to revised Construction Details C-1, Sheet 3 of the plans, added on January 23, 2012 via BidSync. The width of the cattle guard is 20 feet (240"). 2. End cap shall be 3/16 x 8 x Width as called out in Section E-E on Construction Details C-1. 3. Refer to Section 10-1.15, "CATTLE GUARD," of the Special Provisions: "All steel items shall be galvanized in conformance with the provisions in Section 75-1.05, "Galvanizing,"
Q5) Not to confuse anyone, but we would like to confirm an email that was sent out regarding the bid date for Contract No. 10A1388 EA 10-0V8104. He stated that the bid date for both projects (10A1388 and 10A1389) is January 26th. However, the documents in the special provisions for 10A1388 state the bid opening date is January 25th. If this project does in fact bid on January 26th, should there be an addendum changing the official bid date?
A5)There will not be an addendum issued to revise the bid date for Contract No. 10A1388. Bids will be opened on January 26, 2012, as stated on BidSync. Bids for Contract No. 10A1389 will also be opened on January 26, 2012.
