Q1) Where can we obtain copies of as-builts for this project. they are required in order to do a quantity take-off of the square foot of steel surfaces that require sandblasting and painting and to assist with work platform estimating.

A1) Refer to Section 2-1.03B "Supplemental Project Information" of the Amendments to the Standard Specifications: "If bridge as-built drawings are available:

1. For a project in District 1 through 6 or 10, you may request them from the Office of Structure Maintenance and Investigations, fax (916) 227-8357." 7Apr11

Q2) Do the steel casings on the concrete piers get blasted and coated?

A2) No, pier casings are not considered to be structural steel. 21Apr11

Q3) Are the galvinized gaurdrails required to be removed to sandblast and paint?

A3) Please refer to Addendum No. 2, dated April 25, 2011. 25Apr11

Q4) Swallows and Owls are currently present on this bridge, will the contractor be able to postpone this project till February 2012?

A4) The Contractor should plan to begin work in accordance with Section 4 "BEGINNING OF WORK, TIME OF COMPLETION AND LIQUIDATED DAMAGES" and Section 10-1.01 "ORDER OF WORK" of the Special Provisions. Refer to Sections 5-1.09 of the Special Provisions and 14-6.02 of the Amendments to the Standard Specifications, "Bird Protection." If birds are discovered that interfere with the work, the Engineer may suspend the contract in accordance with Section 8-1.05 "Temporary Suspension of Work" of the amended Standard Specifications. Refer also to Section 8-1.09 "Delays" of the amended Standard Specifications. 25Apr11

Q5) Can we assume the bridge structure will support k-rail, scaffold, and traffic? If the bridge cannot support K-rail, scaffold, and traffic will a change order be issued after award of contract?

Q6) Reference Plan Sheet No. 4. Is it your intention that the K rail shown in the above referenced drawing (section AA) be removed and reinstalled each day? There is insufficient time allowed to sandblast and paint the superstructure of the bridge using the allowed partial closures. This is further impacted by the need to remove and reinstall K rail daily.

A6) Refer to Temporary Signal System E-1 (Sheet 7 of the plans) for one-way traffic control, as shown on Traffic Handling Plans TH-1 and TH-2 (Sheets 4 and 5 of the plans). Section 10-1.15 "TEMPORARY SIGNAL SYSTEM (Operation)" of the Special Provisions, states, "Unless otherwise directed by the Engineer, the system shall be operated on a continuous 24-hour basis except for the periods when it is necessary to control traffic by flaggers." 26Apr11

Q7) Can a traffic control plan be developed to direct 1 lane of traffic south onto South Tracy Blvd to West Grant Line road to Byron road thus allowing for a 24 hour singhle lane closure from Sunday PM thru Friday AM?

Q8) There is no bridge removal pay item or direction in the specification to remove the galvanized Thrie beam guard rails from the bridge. Yet addenda 2 details reinstallation of the thrie beams. It is our belief that the handrail can be prepared and painted without removing the guard rails.

A8) Refer to Addendum No. 2, dated April 25, 2011. Section 10-1.20 "CLEAN AND PAINT EXISTING STRUCTURAL STEEL," subsection "Payment," of the Special Provisions has been revised to include "removal and safe storage and reinstallation of metal guard railing and all appurtenances, complete in place" in the contract lump sum price paid for clean and paint structural steel (existing bridge). 26Apr11

Q9) Is Bid Item 3 required for this project? If so, where is it applicable?

Q10) In Bidder Inquiry Question and Answer #6, the engineer refers to the temporary signal system being 24 Hours continuous except when flagging is needed. Does this mean the contractor can have one lane blocked continuous for 24 hours? Section 10-1.10 chart no. 1 does not indicate this. Please clarify. Also, The question was not completely answered- does the K Rail have to be removed on a daily basis?
