The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Q1) How we will be able to bid this project with the road snowed in, will it be open before 5-19-2010 bid date?
A1) The gates may not be opened prior to the 5/19/10 bid date. A prebid meeting was held at the District Office on April 14, 2010, at the District 10 office building in Stockton to specifically address this concern. Since work limits are beyond the closure gates, pictures and video were presented to prospective bidders to show terrain and general tree locations. 19Apr10.
Q2) If we did not attend pre-bid meeting, can we obtain the pictures/videos of trees to be removed electronically since the road is closed?
A2) No, pictures and videos are not available. Refer to the Location Map, Exhibit A, in the Information Handout. Google Maps is a good resource to view road and terrain. 23Apr10.
Q3) Access to view the project for bidding purposes is not possible due to continued snow. The highway has been closed for months. Is there any contemplation of a postponement of bid date to allow reasonable access to the project area?
A3) The gates may or may not be opened prior to the 5/19/10 bid date. The District targets opening the gates around Memorial Day (5/31/10), but this is still not guaranteed due to heavier-than-normal snow season. A pre-bid meeting was held at the District Office on 4/14/10 at 9am, Room 279 to specifically address this concern (see "Notice to Bidders" page 1 of the Special Provisions). Since work limits are beyond the closure gates, pictures and Photolog (video) were shown to prospective bidders to show terrain and general tree locations.
Q4) I'm not seeing section 20-4.025, "Roadside Clearing" in the specifications. Can you post the specification regarding the removal of stumps and roots here please?
A4) Section 20-4.024, "Roadside Clearing" is in the Standard Specifications, page #192. It is not in the contract documents. To buy a copy of the Standard Specifications please go to http://www.dot.ca.gov/hq/esc/oe/standards.php.
