The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q) Location 2 is behind the winter closure gate @ Cow Creek. How is the contractor to "examine carefully" work that is covered with snow? Is information available to identify existing roadway dimensions?

A) Unfortunately, "examination" of Location 2 will not be possible until the winter closure gate is reopened. The existing roadway width varies as shown on Sheet 2 of the plans, Typical Cross Sections, and no additional information is available for that location. Therefore, please bid in accordance with the Engineer's Estimate for Location 2.

Q) What can the contractor assume concerning the cleaning of the roadway prior to application of the aspahlt emulsion (paint binder)?

A) Refer to Section 39-4.01, "Subgrade," of the Standard Specifications, regarding preparation of the existing pavement. No additional cleaning is required for this AC Overlay project that would not be required for any other.
