The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Q1) According to section 5-1.17 cross sections are available for this project. Where may contractors obtain the paper copies?
A) Cross sections are available for purchase from Stockton Blue Reprographics, 1421 N. El Dorado St., Stockton, CA 95202; phone (209) 464-8724, fax (209) 464-8739.
Q2) According to Typical Cross Section Detail on plan sheet X-1 "Route 99" Sta 140+54.783 TO 191+12.634 show that the existing pavement section on South Bound travel way of Rte.99 is 30mm of OGAC and Var 76-100mm of AC. Is it true ?
A) According to the Designer, the existing structural section shown for the southbound traveled way on the Typical Cross Sections, Sheet X-1, is correct.
Q3) Same Typical Detail above in question #2. In order to construct the South Bound Pavement Sections, the existing k-rail on South Bound must be relocated to the inside of ETW, by doing this can the existing 2-lanes restriped to 11 feet wide lane to generate room for the k-rail ?
A) Please bid in accordance with the contract plans and specifications. If a change becomes necessary, it will be done by proposed Contract Change Order, in accordance with Section 4-1.03, "Changes," of the Standard Specifications.
Q4) Two types of Aerially Deposited Lead are described in the bid documents. Each type must be handled in very different ways, but the location information provided is too broad to accurately define and price the work to be done. The bid documents only state that the Y-1 material exists between 0.0m-5.2m horizontally from EP, from Sta 140+54-191+13 (basically the entire job length) and 0.0m-.15m below grade. The Z-2 material exists between Sta 140+54-197+60 (also basically the entire length of the job) with no horizontal or vertical reference of its location limits. Please provide more precise location limits for each type of material so pricing for handling each type of material can be provided.
A) Please refer to the "Earthwork Detail" on the Construction Details plan, Sheet C-3, for limits of excavation of Type Y-1 soil. Type Z-2 soil is the same as the Type Y-1 soil; it is classified as Z-2 if the soil needs to be disposed off site (surplus). For more information, refer to the Site Investigation Report (portion) included with the Materials Information, in the "Information Handout." The complete report is available for inspection by appointment (Phone 209-948-7849), as stated in Section 5-1.21, "Aerially Deposited Lead," of the Special Provisions.
Q5) Referring to Item No. 31, "Roadway Excavation (Type Z-2) (ADL)," provide Summary and Locations of where this material is located.
A) Please refer to the "Earthwork Detail" on the Construction Details plan, Sheet C-3, for limits of excavation of Type Y-1 soil. Type Z-2 soil is the same as the Type Y-1 soil; it is classified as Z-2 if the soil needs to be disposed off site (surplus). Q6) After reviewing the concrete barrier profile sheets P-1 thru P-16 it appears that from station 145+60 to 150+20 the difference between PG-1 and PG-2 will be greater than 910mm. Per Standard Plans July 2004 max offset for 60C Barrier is 910mm. Please clarify if this section should be a retaining wall or will Caltrans deviate from the standards?
A) Please refer to Addendum No. 3, dated June 16, 2006.
Q7) Typical details show embankment "type Y" on NB side of barrier (triangle area), yet embankment detail on sheet C-3 only shows in low area. Which detail is correct for embankment of ADL?
A) Both are correct. Refer to Section 10-1.29, "Material Containing Aerially Deposited Lead," of the Special Provisions, which states that Type Y-1 material shall be "covered with a minimum 0.3 m layer of non-hazardous soil or pavement.
Q8) It appears there is export beyond the Z-2 quantity. Per the materials handout, all material to 2.5' in depth is contaminated. How is the contaminated export handled and paid for?
A) Refer to the Executive Summary in the "Aerially Deposited Lead and Asbestos Site Investigation Report" excerpt from the "Information Handout," which states that soil generated from excavations below 0.15 m (0.5 foot) in depth "could be disposed as non-hazardous with respect to lead content." Also refer to "Measurement and Payment" of Section 10-1.29, "Material Containing Aerially Deposited Lead," of the Special Provisions, which states that full compensation for "transporting and disposing of material containing aerially deposited lead shall be considered as included in the contract prices paid per cubic meter for the items of roadway excavation (aerially deposited lead) of the type involved, and no additional compensation will be allowed therefor."
Q9) Under Clear and grub, (pg 173) sentence #7 says to fill in the holes with topsoil, and sentence #9 says to fill in the holes with adjacent soil. The area has yet to be stripped of ADL, so how will this be accomplished, as adjacent soil is ADL, or why would you put topsoil into an area which needs to be graded and probably exported?

Q10) If a bidder submits their DVBE information using certified mail and it is sent no later than the 3rd day after bid opening, will the bidder be considered responsive if Caltrans receives the DVBE packet after 4 P.M. on the 4th day?
A) No. Section 2-1.02B, "SUBMISSION OF DVBE INFORMATION," of the contract special provisions, states in part, "If the DVBE information is not submitted with the bid, the apparent successful bidder (low bidder), the second low bidder and the third low bidder shall submit the DVBE information to the Department of Transportation, 1120 N Street, Room 0200, MS #26, Sacramento, California 95814 so the information is received by the Department no later than 4:00 p.m. on the fourth day, not including Saturdays, Sundays and legal holidays, following bid opening. Failure to submit the required DVBE information by the time specified will be grounds for finding the bid or proposal nonresponsive.
