The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q) In walking the job, we were not able to find any centerline or r/w staking so that we could count trees or distinguish irrigation structures that might have to be removed. It will be very difficult to come up with a reasonable clearing number if we don't know where the frontage road will actually be located. Please set some stakes for the bidders.

A) The Department does not provide pre-construction staking for the purposes of bidding. Once construction begins, the Contractor may request Clearing Stakes, and where necessary as determined by the Engineer, stakes may be set to show limits of clearing and grubbing. Clearing Stakes are only set when the limits are not defined by the contract.

Q) Item 9, remove railraod track, has a bid quantity of 45 m, but the special provisions indicate that the item will be paid for on a lump sum basis. Please clarify.

A) Unless an addendum is issued, please bid in accordance with the contract plans and documents. Since the Engineer's Estimate is part of the Contract and Proposal form, you will need to submit a unit price per meter for Item #9, "Remove Railroad Track", based on the estimated quantity and the type of work shown on the plans and detailed in the special provisions.
