Charles (Charlie) C. Fielder - District 1 Director

As District Director, Charlie is responsible for the administration and operation of Caltransís programs within the District boundaries of Del Norte, Humboldt, Mendocino and Lake Counties. He provides the Director and Chief Deputy Director in Sacramento with District expertise necessary to advise them of external interests and local issues as they develop. In addition, Charlie works in concert with Districts 2 and 3 as part of the North Region Capital Delivery Program.

He holds a civil engineering degree from the University of California at Davis. He also holds a Masters in Business Administration from Humboldt State University. He has over 23 years of experience with Caltrans. His background with Caltrans is diverse, having worked in Hydraulics, Design, Construction, and Project Management. Prior to taking his current position as District Director, he was Deputy District Director over the District's Division of Program/Project Management. He also served as interim Deputy Director of Maintenance and Operations in Sacramento, where he was responsible for the statewide day-to-day operations of the Division on Traffic Operations, Division of Research and Innovation, Division of Maintenance, Division of Equipment, and the Americans with Disabilities Act Program.

He serves on a committee for the Transportation Research Board that addresses transportation issues on a national level. He is also an active member of the American Society of Civil Engineers.

Born in San Francisco and raised in Marin County, Fielder moved to Humboldt County in 1982, where he has become an active member of the community. He has three daughters, and enjoys spending time with his family.
