Section 39, "Hot Mix Asphalt" and Associated SSPs

To be implemented on ALL projects going to PS&E on or after November 1, 2007.

On July 31, 2007 Caltrans Office Engineers (DES-OE) posted the revised Section 39, "Hot Mix Asphalt," of the Standard Specifications and 12 associated Standard Special Provisions (SSPs).  They may be used in projects going to PS&E starting immediately, and, must be used in projects going to PS&E after November 1, 2007.

The revised Section 39 is included in SSP S1-020, "Amendments to the May 2006 Standard Specifications."

The associated SSP's are as follows:

  • 39-AAA, "Hot Mix Asphalt" – Used for Type A and Type B HMA.
  • 39-BBB, "Open Graded Friction Course" – Used for open graded overlays functioning as a friction course.  Do not use for rubberized HMA open graded friction courses (RHMA-O, RHMA-O-HB).
  • 39-CCC, "Rubberized Hot Mix Asphalt – Gap Graded" – Used for gap-graded rubberized HMA (RHMA-G), which is an alternative to Type A and Type B.
  • 39-DDD, "Rubberized Hot Mix Asphalt – Open Graded or Open Graded High Binder" – Used for rubberized HMA open graded friction courses (HMA-O and HMA-O-HB).
  • 39-EEE, "Hot Mix Asphalt (Miscellaneous Areas)" – Use for miscellaneous areas.  Pay for placement and materials with separate items.
  • 39-FFF, "Minor Hot Mix Asphalt" – Plans must identify HMA under this SSP as minor HMA.
  • 39-GGG, "Shoulder Rumble Strip (Asphalt Concrete, Ground-In Indentations)" – Only used on existing surfacing (hence, the term "asphalt concrete").  Standard Specifications now cover rumble strips that are place in new HMA during construction.
  • 39-HHH, "Hot Mix Asphalt Aggregate Lime Treatment – Slurry Method" – Used in all QC / QA construction, and when the DME recommends it on other construction methods (i.e., standard and method jobs; but use is determined by the "Interim Guidelines").
  • 39-III, "Hot Mix Asphalt Aggregate Lime Treatment – Dry Lime Method" – Used in all QC / QA construction and when the DME recommends it on other construction methods (i.e., standard and method jobs; but use is determined by the "Interim Guidelines") .
  • 39-JJJ, "Liquid Antistrip Treatment" – Used in all QC / QA construction and when the DME recommends it on other construction methods (i.e., standard and method jobs; but use is determined by the "Interim Guidelines") .
  • 39-KKK, "Prime Coat" – Use when specifying prime coat.  As its use is fairly rare, prime coat is not covered in amended Section 39.
  • 39-LLL, "Replace Asphalt Concrete Surfacing" – Used for digouts.
