In partnership with others, we enhance the operation of the State Highway System to facilitate and optimize the movement of people, goods, and services in a safe and efficient manner.

We respond to the needs and concerns of the public and elected officials, providing quality and efficient customer service, traffic improvements, and transportation management systems.

We promote and support strategies to reduce the demand on the transportation system and thereby improve traffic flow.

Offices

  • OFFICE OF THE DISTRICT TRAFFIC MANAGER - To increase the district's pro-active role in planning, reporting and implementing construction, maintenance and encroachmentpermit activities on our State Highway system without adversely affectingpublic traffic.
  • OFFICE OF FREEWAY OPERATIONS - To effectively manage the existing traffic operations, develop real strategies for improvements, plan operations projects for the future, and produce products that translate into real improvements such that there is an increasing positive benefit to expenditure ratio. To be among the most respected freeway system management in the world, applying state-of-the-art technology and advanced techniques. To be widely recognized as leading experts in the field of freeway system management. To make a difference in the quality of life for our customers.
  • OFFICE OF ITS - Leading the way in the Intelligent Transportation System (ITS) in freeway transportation systems development, the Office of ITS, in partnership with other internal and external partners, develops, integrates, implements, and supports an end-to-end traffic management system from TMC to TOS field infrastructure in District 7. Using new technology, ITS is developing an Advanced Traffic Management System (ATMS) which integrates recurrent/non-recurrent incident detection, verification, incident response, planned events of freeway management, and field element operational control. ITS also provides technical support for the TMC, TOS field elements, the TMC/TOS communications system and its associated hardware and software. Our goal is to use new technology to optimize utilization of the transportation facility, by improving freeway capacity, efficiency, safety, and information sharing to other transportation agencies and the public and private sectors.
  • OFFICE OF PERMITS - The mission of the Office of Permits is to facilitate the use of the State Highway System by non-Caltrans entities for non-Caltrans related projects. In this respect, the Office of Permits aims to assist non-Caltrans entities expediently develop their projects while maintaining public safety, convenience, and highway integrity.
  • OFFICE OF TRAFFIC DESIGN - The main focus for the office of Traffic Design is on the design and delivery efforts for our programmed electrical and traffic/roadway projects. We will strive to attain 100% in meeting project delivery commitment for the COS program while ensuring that the quality of our product is not just maintained but improved. We ensure effective communications between district functions and HQ Office of Truck Services on issues impacting the transportation of Extralegal Loads. Our other core responsibility is to manage and operate traffic signals on the State Highway System.
  • OFFICE OF TRAFFIC INVESTIGATIONS - We conduct highway and freeway traffic eng ineering investigations on a proactive basis and in response to requests received from concerned citizens, elected officials, and other agencies. We initiate projects, prepare traffic engineering reports, conduct permit and PS&E reviews, and provide traffic engineering advice to other offices.
