External Affairs is accountable for providing excellent customer service through communication, public outreach and education, to build and enhance successful relationships in support of the Caltrans mission of improving mobility across California.

- Governmental Affairs - Tasked with keeping the Legislature, Governor, Agency, and Department staff informed about the consequences of pending legislative actions, and works to resolve issues concerning legislators outside of the legislative bill process. This allows flexibility in the outcome, reduces negative publicity, and enhances goodwill between the Department and the Legislature. Specifically, the Office advances the Administration's policy, advises the Director, Agency and Governor's Office and disseminates information to legislators and their staffs.
- Graphic Services
- Media and Public Affairs - Tasked with disseminating public information regarding Caltrans, its operations and activities. The office handles media relations, develops internal and external communications, coordinates media campaigns, and oversees the Department's awards programs. Specifically, it prepares and distributes news releases and fact sheets about Department projects, actions and programs. It creates talking points and speeches for the Director and Chief Deputy Director, advises the directorate on media issues and recommends plans for complex situations.
