Deputy District Director of Planning
Mr. Elattar manages a division that consists of Regional and Advance Transportation Planning offices, which evaluate and identify future transportation system improvement needs. The offices are: Project and Special Studies; Corridor Studies; and Local Assistance.
The division plays a critical role in articulating a shared future vision of state and local transportation while laying the groundwork for project development. Planners collect data, analyze alternatives and prepare plans to guide transportation investments and protect the state transportation system. The planning process involves working closely with regional transportation partners, other divisions in the district, headquarters, neighboring districts and the public to ensure openness and equality.
Appointed to his position on September 1, 2012, Mr. Elattar started his career with Caltrans in July 1980 as a Junior Civil Engineer immediately after graduation from California State University Long Beach with a degree in Civil Engineering. He soon promoted to an Assistant Engineer in the Construction Division. Following that, he transferred to Traffic Operations, where he trained new engineers and conducted Traffic Safety training for Construction and Maintenance employees throughout the state.
After his eight year assignment in Traffic Operations, Mr. Elattar worked in the Project Scope Summary Report unit and in the Division of Environmental Planning, where he served as Office Chief. In that position, he managed a staff of 63 supervisors and environmental planners and was responsible for the delivery of all District 7 environmental documents. One of his major achievements there was playing a major role in the successful implementation of the National Environmental Policy Act (NEPA) delegation pilot program in District 7.
As Deputy Director of Planning, Mr. Elattar is committed to strengthening the relationships between Caltrans and its transportation partners and working to reinforce our position as a leader and innovator.
