Advance Planning
Advance Planning coordinates between Caltrans and Regional Transportation Planning Agencies (RTPAs) to determine upcoming needs for Project Initiation Documents (PIDs) that are required for both State Transportation Improvement Program (STIP) projects and State Highway Operation and Protection Plan (SHOPP) projects. Planning’s role in the PID process includes:
- Prioritizing projects
- Allocating and tracking PID resources
- Ensuring consistency with relevant Transportation Concept Reports
- Assists with development
While all SHOPP PIDs and most STIP PIDs are prepared by Caltrans, local or regional agencies can also prepare STIP PIDs. In such cases Caltrans provides oversight and quality assurance. There are several types of PIDs, depending on the funding source:
- A Project Study Report (PSR) is a PID for a STIP-funded project. Caltrans is either develops the PSR (is the “lead agency”), or has oversight authority of the local agency's preparation of the PSR.
- PIDs for SHOPP-funded projects (Caltrans is always the lead agency) include:
- Capital Preventive Maintenance Project Report (CAPM PR)
- Noise Barrier Scope Report (NBSSR)
- Project Study Report Data Sheet - Highway Planting Restoration (PSRDS-HPR)
- Project Scope Summary Report (PSSR)
- Site Damage Report (SDR)
- Capital Preventive Maintenance Project Report (CAPM PR)
