State Route 133
Improvement Project

The California Department of Transportation (Caltrans) District 12, in cooperation with the County of Orange, proposes to make improvements to State Route 133 (Laguna Canyon Road) in both directions from just south of El Toro Road to State Route 73 between Post Miles 3.1 and R4.1, in the city of Laguna Beach. The project will make drainage improvements, widen the shoulders, add a Class II Bike lane, and underground overhead utilities. The project also includes safety improvements from 1,700 feet (ft) south of El Toro Road to 1,200 ft north of El Toro Road. The purpose of the project is to improve roadway deficiencies by bringing SR-133 to design standards, improve safety in the vicinity of the SR-133/El Toro Road intersection, and  reduce flooding by improving drainage flow.

The information in the Initial Study with Proposed Mitigated Negative Declaration/Environmental Assessment is intended to disclose potential environmental impacts and proposed avoidance, minimization, and/or mitigation measures to reduce impacts associated with the project.

*Project Components 3 and 4 were evaluated and adopted in the Laguna Canyon Road Improvement Project IS/MND adopted in February 2006. An Addendum was adopted and approved in June 2018.
