The responses to bidder's inquiries, unless incorporated into a formal addendum to the contract, are not a part of the contract and are provided for the bidder's convenience only. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Inquiry 1)  I read under the Notice to Bidders document that the work is to be completed within 20 working days. Given all of the work to be done listed in the bid item list, I wanted to verify if this is correct. Please advise. Inquiry 2) The duration of this project is 20 days for approximately 5 miles of fence (33,000 LF). A previous bid (10A2595) was 30 days for half the amount of fence (16,800 LF) to be installed and easily accessible with vehicles. This current project is very challenging terrain that does not allow vehicle access to the fence line. Due to the terrain and footage, would Caltrans consider creating two bid opportunities for this project? It is will set up the contractor and Caltrans to be successful in the project completion.

Response 1)  An addendum has been issued to address this inquiry.

Inquiry 3)  Will Caltrans identify the RE that will have the project prior to bid date? With the influx of contract RE’s, it is valuable information for experienced Caltrans bidding contractors to have this information.

Response 3)  We do not know whom will be the assigned RE for this contract.

Inquiry 4)  Can the Engineer’s Estimate be revised?.

Response 4) The estimate is as-is and will remain unchanged

Inquiry 5)  Can there be an agreed start date?.

Response 5)  Please refer to Section 8 “Prosecution and Progress”, of the special provisions. Section 8.-1.02 A General requires the contractor to submit a progress schedule before or at the preconstruction conference. The schedule will show the order in which you propose to carry out the work, the start dates of the several salient features of the work (including procurement of materials, plant, and equipment), and the contemplated dates for completing those salient features.

In general, the Contractor will be notified by the Construction Engineer that the Contract has been approved. This would be the best time for the Contractor and Construction Engineer to communicate and agree on the best start date to complete work. .
