The responses to bidder's inquiries, unless incorporated into a formal addendum to the contract, are not a part of the contract and are provided for the bidder's convenience only. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Inquiry 1)  What is the proposed construction start date for this project?

Response 1)  There are no restrictions on when to start the project except for the recommendations from this project’s Special Provisions in Section 8-1.04F “Flexible Start” and Section 14-6.03A “Environmental Stewardship”.

Additionally, the construction start date is also based on several factors (of which we have no control over):

  • When the project is awarded and how soon documents are made available to the RE for approval
  • When the pre-construction meeting is scheduled
  • When the Contractor lets us know they can start work
  • Work outside of the rainy season (October 15 to April 15)
  • Time it takes to order and receive materials

Inquiry 2)  I have excavated in this area and it is very rocky. Has that been considered.

Response 2)  Since the contractor did not specify what area is being referenced (i.e. the project is at two separate locations in two separate counties), we can only assume that they are referring to Location #1

  • Location 1 (Ama-88-28.36) was part of several culvert locations on EA 10-0V700 that had to be removed from that contract due to the requirement of Temporary Construction Easement (TCE).
  • The contractor for EA 10-0V700 did not report any issues with trench excavation for culvert work within the project limits, so that was the basis/consideration of the proposed alignment of the culvert adjacent to SR-88 in Amador County.
  • Also, the alignment of the proposed adjacent 24” RCP at Location 1 was recommended by our District Culvert Inspector on 1/5/2023 to relieve drainage issues in the area.
  • There is also no trenching activity within the roadway prism at this location.
  • The pipe connection is to an existing drainage system that traverses a private commercial property with significant erosion at the junction of the state culvert and the offsite drainage.

Inquiry 3)  I am curious about the construction timeline of this project. Also the rock involved in digging in the area at location 1.

Response 3)   According to the Notice to Bidders:

“Complete the work within 20 working days.”

Per the Special Provisions, Section 8-1.02A, paragraph 2 the contractor is to provide a progress schedule:

“On the schedule, show the order in which you propose to carry out the work, the start dates of the several salient features of the work (including procurement of materials, plant, and equipment), and the contemplated dates for completing those salient features.”
