Ann Fox is the Acting Deputy Director for Planning and Modal Programs. In this position, Ann is responsible for the planning functions of Caltrans, which include programs areas of Aeronautics; Local Assistance; Mass Transportation; Rail; Transportation Planning; and Transportation Systems Information.

Prior to this assignment, Ann served as the Caltrans District 11 Deputy District Director for Planning and Local Assistance where she managed wide-ranging teams including Multi-modal Programs (Active Transportation and Transit), Modeling and Travel Forecasting, Regional and System Planning, Development Review, GIS, Native American Liaison, International Border Studies, Freight Planning, Climate Change and Sustainability Programs, and Local Assistance. Her 29 years of experience includes assignments in Design, Project Management, and Traffic Operations. Ann’s made strong, effective relationships with the District’s partners, including Regional Transportation Planning Agencies and Native American tribes. She has served on project task forces and regional committees with the responsibility to develop and recommend solutions to issues which span the full range of departmental programs.

She’s served as the District 11 Permit Engineer and as a Corridor Project Manager where she was the single focal point responsible for implementing a portfolio of highly visible, complex transportation projects within San Diego and Imperial Counties.

Ann is active in professional organizations and an advocate for women in transportation. She is a member of the American Planning Association and the San Diego chapter of WTS which advances women’s careers to strengthen the transportation industry. She Co-Chairs the WTS San Diego Mentorship Program which pairs individuals at all levels in the local transportation industry with mentors of equal or greater experience.  She is also the Executive Liaison and founding member of the District 11 Women’s Collective whose goal is to remove bias and barriers to empower Caltrans women to learn, grow, and take action to achieve their career ambitions through education, career development, service, mentoring, and allyship.

Ann received her civil engineering degree at South Dakota School of Mines and Technology.  She is a licensed professional civil engineer in California, below-average golfer, rising pickleball player, and mom to two daughters.
