Caltrans has a comprehensive program for preventing water pollution during construction activities on the state highway system. Caltrans has developed a number of resources to assist Caltrans staff and construction contractors achieve this goal.

Caltrans water pollution control manuals provide direction on how to prepare a Stormwater Pollution Prevention Plan (SWPPP) and Water Pollution Control Program (WPCP). Electronic templatesof these documents have been prepared to assist construction contractors in their preparation of these documents. Caltrans has also developed and obtained the State Water Resources Control Board (SWRCB) approval of numerous Best Management Practices (BMP) for preventing water pollution.

Copies of Caltrans training documents, other training resources, and a listing of training facilities are available to assist Caltrans staff and construction contractor's implementation of Caltrans water pollution prevention program.

 

"At this time there is no additional stormwater management training requirement for Water Pollution Control Managers as specified in the contract. The WPCMs training requirements are satisfied by being a state certified QSD for SWPPP projects and a certified QSP for WPCP projects."

    • SWPPP - Save SWPPP.zip file to the user’s computer or network drive by choosing the “save as” option. Right-click on SWPPP.zip file and select “Extract all” from menu. Browse to desired location and click “Extract”. Go to unzipped file location. Double-click on SWPPP.accdb to open template. If security warning pops up, click “Enable Content”. Click the “OK” button to begin using the template.

    Description: This template prepares a Stormwater Pollution Prevention Plan (SWPPP) for the statewide use, except for the Lake Tahoe Hydrologic Unit, from data Contractors staff enter into the template. The user must have Microsoft Access 2007 (or later version) installed on their computer to use this template.

    Description: This template prepares a Water Pollution Control Program (WPCP) for the statewide use from data Contractors staff enter into the template. The user must have Microsoft Access 2007 (or later version) installed on their computer to use this template.
  • Lake Tahoe SWPPP Template (Acess2007Plus.zip) [zip file--right click and download to desktop to use] After downloading and saving the .zip file, the user must extract the files using a program such as WinZip®, a free download. The three files (LakeTahoeSWPPP.accdb , dynapdf.dll, and StrStorage.dll) must be saved together in the same file folder. Double-click on Microsoft Access file (LakeTahoeSWPPP.accdb) to open the template. The template can also be opened using Microsoft Access.
    Description: This template prepares a Stormwater Pollution Prevention Plan (SWPPP) in compliance with the Lake Tahoe Hydrologic Unit NPDES Permit (CAG616002, Order No. R6T-2011-0019) from data Contractors and Caltrans staff enter into the template. The user must have Microsoft Access 2007 (or later version) installed on their computer to use this template.
  • LakeTahoeSWPPP Template (NoAccess.zip) After downloading and saving the .zip file, the user must extract the files using a program such as WinZip®, a free download. Using the WinZip® program, extract the .zip file to a file folder. The Extract tool in WinZip® must be used to maintain the .zip file folder structure. The five files (LakeTahoeSWPPP.msi, autorun.inf, AccessRuntime.exe, setup.ini, and setup.exe) must be saved together in the same file folder within the extracted file folder, double-click the setup.exe file from the WinZip® program to install the template program. After installation, the template can be opened using the shortcut that was installed on the user’s desktop or using the start menu programs.
    Description: This template prepares a Stormwater Pollution Prevention Plan (SWPPP) in compliance with the Lake Tahoe Hydrologic Unit NPDES Permit (CAG616002, Order No. R6T-2011-0019) from data Contractors and Caltrans staff enter into the template. The user does not need to have Microsoft Access installed on their computer to use this template.
