Find A Certified DBE Firm

New Feature 

The Disadvantaged Business Enterprise (DBE) Database contains information on certified DBE firms and is updated daily. To ensure that the database has the most current DBE's contact information regard your firm, please email the Office of Business and Economic Opportunity, Certification Office at DBE.Certification@dot.ca.gov.

Use the following database query form to find certified DBE firms for solicitation to meet DBE goal and contracting requirements. The entire Unified Certification Program (UCP) Database can be download by selecting the “Start Search – Export Options” button on the query form. The export feature allows you to download data in Excel, XML, PDF and CSV formats.

Important note regarding Commercially Useful Function (CUF): Per DBE regulation 49 CFR 26.73 et seq, consideration of whether a firm performs CUF is NOT reviewed when making decision to certify firms as DBEs. Certification is based primarily on the disadvantaged owner proving that he/she can own and control a firm engaged in the primary activity it is being certified for. It is therefore imperative that prime contractors complete their own due diligence regarding CUF before committing and hiring firms listed on this directory. NOTE: Please note that the California UCP (including Caltrans) will stop issuing DBE Certificates as evidence of certification from August 1, 2013.  A copy of a printout from the DBE Database should be sufficient proof of a firm’s certification. Prime contractors should not impose on DBE firms to include a certificate in their bid packages – it is not required. The Work Codes supplement NAICS Codes that are used by the UCP during DBE certification process. It is classification scheme of equivalent detail and specificity, describing work a DBE firm states it can perform, whether on initial certification or when a new type of work is added to an existing certification.

These codes provide a general overview of the process used to determine code assignment, which in part includes taking into consideration the description of work and the licenses which may be necessary to prove control of the business.

The template is not an all encompassing list of work DBE firms perform and should be used as a guide only. Certified DBE firms can always request their certifying agency (any time) to review their business activities and add or remove codes as and when necessary.

The North American Industry Classification System (NAICS) Code:

The NAICS Code is the standard used by Federal statistical agencies in classifying business establishments for the purpose of collecting, analyzing, and publishing statistical data related to the U.S. business economy. Use the U.S. Census Bureau NAICS Search page to determine the NAICS Code.
